Following the 1264th Meeting of the AU Peace and Security Council on March 11, 2025, a press statement was released expressing deep concern regarding the announcement made by the paramilitary Rapid Support Forces (RSF) and its associated political and social groups about the establishment of a parallel government. The Council condemned this action, warning that it poses a significant risk of dividing Sudan.
“The Council voiced its serious concern and outright condemnation of the recent events in Sudan, particularly the declaration by the Rapid Support Forces (RSF) and its allied political and social entities regarding the formation of a parallel government in the Republic of Sudan. It cautioned that such actions could greatly increase the risk of the country’s partition,” the statement indicated.

The AU stressed that no member state or international entity should acknowledge or support any parallel government or organization attempting to govern any portion of Sudan’s territory. The Council reiterated its dedication to Sudan’s sovereignty, unity, and territorial integrity, while advocating for a peaceful resolution to the ongoing conflict.
“The Council does not recognize the so-called parallel government or entity in the Republic of Sudan,” the AU asserted, urging all parties involved in the conflict to heed calls for a ceasefire, particularly during the holy month of Ramadan, and to engage in comprehensive peace negotiations.
Since April 2023, Sudan has been engulfed in a devastating conflict between the RSF and the Sudanese Armed Forces (SAF). This war has resulted in tens of thousands of fatalities and displaced over 12 million civilians, rendering it the largest humanitarian crisis in the world.
