Togo: New Intelligence Legislation Introduced.

Togo has recently established a new legal framework for intelligence operations. The bill received unanimous approval from parliament late last week. Its primary objective is to enhance the national security structure while safeguarding the fundamental rights of citizens, as stated by parliamentary officials.

This initiative, spearheaded by the government and backed by the Defence and Security Committee of the National Assembly, addresses emerging security threats such as terrorism, cybercrime, and violent extremism.

In addition to addressing security concerns, the legislation aims to create a positive economic impact by improving the business environment, preventing land conflicts, and mitigating economic risks associated with security issues. It outlines a framework for regulated and responsible surveillance, ensuring the protection of vulnerable populations and critical infrastructure.

Colonel Calixte Madjoulba, the Minister of Security and Civil Protection, emphasized that this initiative aims to establish “a modern legal framework that ensures an effective response to threats while strictly upholding fundamental rights.”

From the government’s viewpoint, this advancement is also designed to provide stability for investors and signal the country’s dedication to securing its economic landscape.
