Togo to Digitize Public Procurement System

As part of its efforts to modernize economic governance, the Togolese government is moving to digitize public procurement. The Ministry of Public Service Reform has launched a call for expressions of interest to recruit a project manager to lead the implementation of an electronic public procurement system (e-GP), according to the Public Procurement Regulatory Authority (ARCOP).

This initiative falls under the Public Administration Modernization Program for Service Delivery (PMADS), which is financed by the International Development Association (IDA) of the World Bank Group.

The digital system aims to establish a more transparent, efficient, and digitalized framework for public procurement in Togo.

The project manager will be responsible for planning, technical and institutional coordination, overseeing IT development, and supporting change among relevant stakeholders. Key tasks include developing a roadmap, coordinating with entities like ARCOP and the Togo Digital Agency, and organizing training for public buyers and suppliers.

Emphasis will be placed on the system’s bankability, the quality of procedures, and effective risk management.

The government believes that implementing this digital system will align Togo with international standards, enhance transparency in public spending, and improve the competitiveness of local businesses.

The deadline for applications is May 22, 2025.
