In Togo, preparations are underway for the second phase of the National Water Sector Development Program (PND Eau), supported financially by the European Investment Bank (EIB) and the French Development Agency (AFD). A meeting took place last week between representatives of these institutions and Togolese officials to outline the investment strategy for this upcoming phase.
The first phase is set to conclude on December 31, 2025, while the new phase will primarily focus on urban centers in the Savanes region and semi-urban areas in the Kara and Plateaux regions. This phase includes interventions in five urban centers within Savanes—Dapaong, Cinkassé, Tandjouaré, Mandouri, and Gando—as well as seven semi-urban centers located in Kara and Plateaux, namely Korbongou, Gandi, Kabou, Soudou-Tchalimdè, Amou-Oblo, Glei, and Wahala.
During this mission, EIB representatives reviewed the strategic directions of the project and the progress made in the first phase to refine their financial contributions. Initiated in June 2020, the first phase secured €40 million in funding, equivalent to approximately CFA francs 26 billion.
This phase encompasses 30 centers within the operational area of TdE, including locations such as Kpémé, Djagblé, Vogan, Tabligbo, Kévé, Élavagnon, Amou, Tohoun, Amlamé, Anié, Danyi, Atakpamé, Agou, Kpalimé, Adjengré, Sotouboua, Sokodé, Tchamba, Kara, Niamtougou, Kanté, Kabou, Kétao, Pagouda, Pya, Bassar, Bafilo, Kouka, Mango, Dapaong, and Tandjouaré.

The overarching goal of the PND Eau is to enhance and modernize the infrastructure for the mobilization, production, and distribution of drinking water in both urban and semi-urban settings, while ensuring a sustainable financial model for all stakeholders. Additionally, it aims to create a contractual framework for private partners in managing mini-drinking water supplies, conduct detailed studies and master plans for the country’s major urban centers, and improve the operational efficiency of the TdE.
