Every Economic Region in Togo will have a Development Plan.

Togo’s authorities intend to distribute the national land use plan (SNAT) to each of the country’s economic regions while it is being developed. Discussions in the National Assembly at the end of 2024 indicated that the document should be developed after the Regional Councils are established.

With the cooperation of the participating ministries, these organizations will be in charge of piloting the creation of Regional Land Use Plans (SRAT). A methodological guide outlining the orientations and guiding principles of these plans will be developed prior to the project.

Following adoption, these SRATs will act as planning and development reference materials for regional councils, assisting them in making decisions consistent with sectoral policies and development plans. The stated goal is to ensure equitable and sustainable territory management while accounting for regional uniqueness and issues pertaining to urbanization, the economy, and the environment.

It should be mentioned that this strategy does not apply to the Autonomous District of Greater Lomé (DAGL). With assistance from the Ministry of Urban Planning, a Master Plan for Development and Urban Planning (SDAU) was created and approved in 2018.
