The Golfe 2 commune in Greater Lomé has established a partnership agreement with the Chinese province of Hebei. The agreement was signed in Lomé late last week by Mayor Konou Noukafou and Lisha Yan, representing the Hebei Province Cultural Business Association.
This partnership, part of a decentralized cooperation framework, encompasses initiatives in areas such as corporate culture, territorial management, sustainable development, investments, trade, technologies, and communication. As part of the investment component, a Chinese advertising company specializing in light boxes is scheduled to establish operations in the municipality by the end of May 2025.
Hebei Province, a major industrial region in China with a significant economic base and a consumer market of approximately 80 million people, is expected to support the Togolese commune in its development efforts.

Lisha Yan stated, “Our association brings together many companies whose expansion is part of the Chinese government’s overall strategy. It includes advertising agencies, light panel manufacturers, and prefabricated housing producers. Several of these offerings correspond to the current needs of Golfe 2. It is a real pleasure to collaborate with this municipality. Together, let’s work for the development of Togo.”
Several companies from Hebei Province are planning to establish subsidiaries in Togo. The mayor of Golfe 2 emphasized that “Our municipality lacks neither ambition nor dynamism. Its strategic location makes it a land of exceptional economic opportunities.”
This partnership follows Togo’s participation in the 9th summit of the Forum on China-Africa Cooperation (FOCAC) in 2024, during which the two countries signed several partnership agreements.
