Under his watch, projects like the Rafin Yashin Dam in Niger, the Odo-Ape Hydropower Dam in Kogi, and the Amla Otukpo Dam in Benue became reality. These dams now support irrigation, reduce flooding, and create opportunities for local farmers. As a result, thousands of families now enjoy better access to water for farming and daily life.
Equally important, Joseph Utsev has delivered on irrigation systems that boost food security. Major irrigation projects such as Bakalori in Zamfara and Dadin-Kowa in Gombe now cover tens of thousands of hectares. Because of these systems, rice and other staple crops can grow in greater volume throughout the year. Smaller micro-irrigation schemes in Oyo and Jigawa also give local farmers a reliable water supply. These achievements reduce Nigeria’s dependence on imports while strengthening rural economies.
Water supply schemes have been another focus of Joseph Utsev’s leadership. Over 565 projects now serve communities, with more than 392 solar-powered systems providing clean water to rural households. Sanitation has also recorded progress under Joseph Utsev. Through the “Clean Nigeria: Use the Toilet” campaign, 142 local government areas are now open-defecation free. More than 159 sanitary facilities have been built across 23 states. Public awareness programs, broadcast in multiple languages, have reached millions, encouraging behavioral change nationwide. These achievements push Nigeria closer to ending open defecation by 2025, aligning with Sustainable Development Goal 6.

Joseph Utsev has also revived the River Basin Development Authorities, transforming them into active drivers of agriculture. Under his guidance, irrigation now covers 154,000 hectares, and over 4,000 hectares of farmland have been leased to farmers. These reforms directly benefit more than 1.6 million farmers, providing food and jobs while improving food security.
Beyond infrastructure, Joseph Utsev emphasizes knowledge and preparedness. He has championed the training of over 1,300 young Nigerians in vital water sector skills, including plumbing, drilling, and maintenance. His ministry also introduced the first National Flood Insurance Programme, ensuring that communities can recover faster from natural disasters. Weather stations and flood outlook reports now provide early warnings to millions, saving lives and property during heavy rains.
Looking forward, Joseph Utsev has launched new initiatives such as the SPIN Project, which modernizes irrigation and hydropower systems across 20 states. He has also revived abandoned dam projects by securing billions of naira in renewed funding. These steps demonstrate his determination to complete projects that others had left unfinished. They also show his belief that every region deserves access to water, power, and sanitation.
