Lomé Addresses Urbanization Challenges with New Study

The Greater Lomé Autonomous District (DAGL) initiated a study on Tuesday, May 27, 2025, to address issues related to uncontrolled urbanization, the encroachment on administrative reserves, and the congestion of public roads in the Togolese capital. The four-month study aims to gather reliable data to inform effective strategies for managing urban space in Lomé.

Specifically, the study will identify the underlying causes of uncontrolled urbanization and evaluate its impact on the environment and the quality of life for residents. The findings will be used to develop recommendations for more rational and sustainable land use practices.

This initiative aligns with DAGL’s responsibilities in land use planning and development, as well as its efforts to mitigate the adverse effects of urban expansion. Greater Lomé has experienced rapid growth over the past several decades, driven by sustained demographic, social, and economic factors. This growth has resulted in spatial development that often lacks proper regulation and deviates from established urban planning principles.

“More than just a study, the DAGL aims to be part of the government’s strategic vision for regional planning, which is based on the consolidation of local governance, the improvement of land security, the promotion of harmonious urbanization and territorial and social equity,” stated Bossa Makagni-Amelété, Director of Strategic Planning and Urban Development.

The study follows a census of the State’s administrative reserves, which was launched on September 23, 2024, by the Ministry of Territorial Administration, Decentralization and Traditional Chieftaincy, and encompassed all 13 municipalities of Greater Lomé.
