Public Service Payroll Up Slightly to 314 Billion FCFA in 2024

In 2024, the personnel expenses for the Togolese public administration reached 314 billion FCFA, as reported by the Ministry of Economy and Finance in its budget execution report released at the end of December.

This figure, which constitutes 98% of the initial estimate of 321 billion FCFA, reflects a 4.13% rise from the previous year, when the government allocated 301 billion FCFA for similar expenses.

These costs encompass all human resource expenditures funded by the general budget, including salaries, bonuses, allowances, family benefits, and employer contributions.

The increase of 12 billion CFA francs is primarily due to the growth in civil service personnel. From 2023 to 2024, the number of employees rose from approximately 65,000 to 70,984.

This trend is particularly linked to the hiring and placement of staff in key sectors such as health and education, aimed at addressing the increasing demand for essential social services.

For the 2025 fiscal year, forecasts suggest a budget of 355 billion FCFA to support the public administration payroll.

This amount, representing an increase of about 10% from the previous year, is expected to account for nearly 14% of the overall budget, which balances revenues and expenditures at 2,397 billion CFA francs.

The anticipated rise takes into consideration the recent onboarding of 3,000 new civil servants as of March 31.
