REA and NBS Sign Strategic MoU

The Rural Electrification Agency (REA) and the National Bureau of Statistics (NBS) have officially signed a Memorandum of Understanding (MoU) to boost data-driven energy initiatives. This strategic partnership aims to conduct a comprehensive National Energy Survey to provide accurate data for rural electrification projects.

By combining the technical expertise of the REA with the statistical authority of the NBS, the government intends also, to bridge the information gap in Nigeria’s energy sector. This collaboration is a vital step toward achieving the goals of the “Renewed Hope” agenda for universal electricity access.

Driving Data-Driven Energy Initiatives

The primary goal of the REA and NBS partnership is to ensure that energy interventions are based on empirical evidence. Abba Abubakar Aliyu, the Managing Director of the REA, also emphasized that precise data is essential for the effective deployment of mini-grids and solar home systems. Through data-driven energy initiatives, the agency can identify the specific needs of unserved and underserved communities. This targeted approach prevents the misallocation of resources and ensures that high-impact areas are prioritized for immediate electrification.

The Statistician-General of the Federation, Prince Adeyemi Adeniran, noted that the NBS will deploy its nationwide network to collect high-quality data. This information will include household energy consumption patterns, willingness to pay, and the existing energy infrastructure in rural areas. The National Energy Survey will serve as a baseline for measuring the progress of various electrification programs over the coming years. This transparency is expected to attract more private sector investment into the off-grid energy market.

Enhancing Rural Electrification Planning

The collaboration between the REA and NBS will significantly enhance the planning and execution of the Distributed Access through Renewable Energy Scale-up (DARES) project. This $750 million initiative, supported by the World Bank, relies heavily on accurate demographic and economic data to succeed.

Furthermore, the National Energy Survey will provide insights into the “Productive Use of Energy” (PUE) among rural farmers and entrepreneurs. The REA plans to use this data to design specialized financing packages for electric processing equipment and irrigation pumps. By supporting data-driven energy initiatives, the government is not just providing light; it is empowering rural economies to grow. This holistic view of energy as a catalyst for development is a hallmark of the current administration’s strategy.

A Backstory of Institutional Synergy

The Rural Electrification Agency (REA) was established to increase electricity access in rural areas, primarily through renewable energy sources. Historically, the agency faced challenges due to fragmented data on rural populations and their energy needs. The appointment of Abba Abubakar Aliyu in early 2024 brought a renewed focus on “Transparency and Data Integrity.” His vision for a data-led REA led to the initiation of talks with the NBS to formalize a working relationship.

The NBS, as the custodian of official statistics in Nigeria, has recently undergone a digital transformation to provide real-time data for policy formulation. The signing of this MoU in April 2026 is the culmination of months of technical meetings and pilot surveys. This backstory of institutional synergy explains why the REA and NBS MOU is a “Game Changer” for Nigeria. It also represents a shift from “estimated planning” to “precision-based governance” in the pursuit of national energy security.

REA and NBS Sign Strategic MoU – Future Outlook for Energy Data

As the National Energy Survey kicks off, the REA and NBS plan to release periodic “Energy Access Reports” to the public. These reports will provide a transparent view of how many communities have been connected and the resulting economic improvements. This open-data policy will foster a more competitive and also innovative renewable energy market in Nigeria.

With the continued support of the Ministry of Power, the REA is poised to become a global leader in rural electrification. The commitment to data-driven energy initiatives ensures that every naira spent on electricity projects yields the maximum possible social and economic return.
