At a summit on Saturday that was dominated by concerns about the Congo war spreading into a regional conflict, African leaders selected Mahmoud Ali Youssouf, the foreign minister of Djibouti, to chair the African Union commission, according to the country’s finance minister.

Ilyas Dawaleh, the minister of finance and economy of Djibouti, claimed Youssouf had “won” the election in a post on the X platform.
Since 2005, Youssouf has served as foreign minister. He has been foreign minister in three presidents’ administrations and was formerly ambassador of Djibouti to Egypt.
