The Support Fund for Local Authorities (FACT) distribution criteria for the fiscal year 2025 have been established by the Togolese government. This operation seeks to ensure sufficient funding for local governments and to facilitate the successful establishment of recently established regional councils.
In accordance with population, surface area, and poverty index criteria, this financial framework—which was approved by the Council of Ministers on Thursday, February 13, 2025—is based on a basic allocation that is augmented by equalization allocations, a mechanism for redistributing financial resources intended to reduce inequalities between local authorities.
The envelope’s dimensions are still up in the air. Later on, the total amount and how it is distributed among the various regions will be specified.

The FACT’s allocation is expected to rise to 10 billion FCFA in the 2025 fiscal year, a significant 42% increase from the previous year, when it peaked at 7 billion FCFA.
A dual objective: operation and investment
At the conclusion of the Council of Ministers, Yawa Kouigan, the Minister in charge of Communication, explained that these funds will specifically aid in the operation of regional councils, including employee salaries, councilor allowances, and the creation of the first decentralized administrations.
In addition to the operation, these allocations will enable the start of structural investments in the areas. According to the minister’s specifications, “the investments will be made according to the main axes of the skills devolved to the regions within the framework of decentralization.”
Sports, sanitation, urban planning, land use planning, and local economic development are among the top priorities. The resources of the local government will then be used to augment this funding.
