In Togo, the municipalities of Tchaoudjo 3 and 4, situated in the Central region, have initiated the creation of their Municipal Development Plan (PDC), a strategic framework aimed at steering local development efforts. This initiative is part of the project titled “Strengthening Citizen Participation in the Management of Rural Municipalities Tchaoudjo 3 and 4,” which was officially launched on Tuesday, March 25, 2025, in Aléhéridè.
The project is spearheaded by the NGO consortium Club des amis du village and Éducation et développement (CAV – ED), with financial backing from the European Union (EU). Over an 18-month implementation period, the project seeks to establish a foundational framework for the planning and management of municipal activities.
The creation of these plans will follow a structured approach to accurately assess the needs of the community, develop suitable projects, and identify the necessary funding sources for their execution. To ensure that local perspectives are thoroughly considered, citizens will be engaged at every phase of the project, as emphasized by the initiative’s leaders.

The process will unfold in five distinct phases, each containing various methodological steps. While Tchaoudjo 3 has already commenced its development plan, this project will facilitate its ongoing progress. Meanwhile, Tchaoudjo 4 will initiate its preliminary steps.
