As part of its ongoing decentralization process, Togo has allocated 4 billion CFA francs to the first regional councils established at the beginning of the year. Koumtchané Siangou, the Technical Secretary for the Management of the Support Fund for Local Authorities (FACT), made the announcement during a meeting with the local press on Wednesday, May 21, 2025.
The funding, mobilized through FACT, is intended to support the effective implementation of the Regional Councils. It will be used to cover initial operating expenses, including staff salaries, councilor allowances, and the costs associated with setting up the first decentralized regional administrations.
Beyond operating expenses, these resources will also facilitate the launch of initial structural investments in the regions. These projects are expected to contribute to local economic development, aligning with the government’s vision of making the regions centers of growth.

The 4 billion CFA francs represent state support, which will be supplemented by the local authorities’ own resources, as well as assistance from technical and financial partners (TFPs).
Since the regional councils were established, a portion of FACT has been specifically reserved for them. For the 2025 fiscal year, the fund will receive an allocation of 10 billion CFA francs from the national budget. This state funding is supplemented by rebates paid by the Togolese Revenue Office (OTR), as well as contributions from international partners.
