Togo: An Evaluation of Economic and Administrative Reforms.

In Togo, the government is pursuing an independent assessment of its economic and administrative reforms. To facilitate this, the country has initiated the recruitment of an independent verification agent (AVI) tasked with evaluating the progress of reforms supported by the World Bank. This initiative is part of the Public Administration Modernization Project for Service Delivery (PMADS).

The external audit system, which is set to extend until 2030, aims to ensure the accuracy of the results reported by Togolese authorities, which is essential for the disbursement of performance-based financing (PforR).

A call for expressions of interest has been issued for this purpose, outlining that the AVI will be responsible for validating various indicators related to human resources management, payroll oversight, digital payment systems, public procurement, and budget monitoring.

Specifically, this will entail a thorough evaluation of the outputs from the Togolese administration through field visits, audits of information systems, interviews, and comprehensive documentary reviews.

Additionally, the chosen firm will be required to enhance the capabilities of the Court of Auditors and the National Institute of Statistics and Economic and Demographic Studies (INSEED) in the area of performance auditing.

It is important to note that the PMADS project, which commenced in 2021, is projected to mobilize 9 billion FCFA from the State this year.
