Togo Collects 6.2 Billion FCFA Through Maritime Sector Single Window in First Year

Togo has generated 6.2 billion FCFA through the Single Window for Royalties and Non-Tax Revenues from the Maritime Sector (GRM) during its first year of operation, spanning from October 2023 to November 2024. This performance evaluation was highlighted in a recent report by the Permanent Secretariat for Monitoring Reform Policies and Financial Programs.

The revenues were collected through the digitization of various procedures, including requests for safe ship shelter, transshipment operations at sea, ship departure after transshipment, armed guards on board, and armed escorts. The issuance of fishing licenses, technical feasibility certificates for aquaculture projects, and authorizations for laying submarine cables also contributed to the revenue.

In addition to revenue collection, the GRM has enabled the tracking of all operations within the port. During the period under review, 510,805,873 barrels of hydrocarbons were transshipped in Togolese waters.

The GRM is part of the Togolese government’s reforms aimed at enhancing the competitiveness of the logistics sector through port modernization and procedural digitization. Operating similarly to the Single Window for Foreign Trade (Seguce), which has been operational since 2014, the GRM pursues three main objectives: providing operators with a single, dematerialized payment point, ensuring the effective collection of fees and fines, and facilitating the monitoring of port performance.
