In Togo, the implementation of free roaming agreements with Benin and Ghana is starting to yield positive results; however, there are significant variations in service quality and pricing among different operators. This was highlighted in the recent evaluation report released in April 2025 by Togolese consumer advocacy groups.
In the voice communication sector, the two local operators, Yas Togo and Moov Africa Togo, achieved perfect success rates for both incoming and outgoing calls in Benin and Ghana (100%). However, a cost analysis indicates considerable differences: calls made from Yas Togo or Moov in Benin average 90 FCFA/min, while in Ghana, the cost nearly doubles to 175 FCFA/min.
SMS rates remain relatively low, ranging from 70 to 100 FCFA depending on the operator and the country. Performance-wise, both Yas Togo and Moov Africa Togo provide satisfactory call quality, although Yas Togo experiences a slight delay in SMS delivery success in Benin (75% compared to Moov’s 100%), as per the study’s findings. Data services, however, present a significant issue, with the report noting a lack of availability for both operators while roaming, which negatively impacts user experience.
Therefore, while the free-roaming initiative is progressing towards regional integration, there is still a need for efforts to standardize costs, enhance data reliability, and improve price transparency, as indicated in the report. In light of these challenges, ARCEP, the Togolese telecommunications regulator, along with the operators, is urged to expedite both technical and commercial adjustments to ensure consumers experience seamless service continuity across borders.
Additionally, it is worth noting that Togo has recently established a new free-roaming agreement with Burkina Faso.
