Togo has increased the number of municipal council seats from 1,527 to 1,667, a rise of 140 seats, in preparation for local elections scheduled for July 10, 2025.
The decision was approved by the President of the Council, based on a proposal from the Ministry of Territorial Administration, Decentralization and Traditional Leadership. It follows consultations conducted within the Permanent Consultation Framework (CPC), a forum designed to foster dialogue between the government and political stakeholders.
The distribution of the new seats across Togo’s regions is as follows:
- Savanes Region (16 municipalities): Increased to 244 municipal councilors.
- Kara Region (22 municipalities): Increased to 270 municipal councilors.
- Central Region (15 municipalities): Increased to 197 municipal councilors.
- Plateaux Region (32 municipalities): Increased to 428 municipal councilors.
- Maritime Region (32 municipalities, including the 13 municipalities of Greater Lomé): The largest allocation, with 528 municipal councilors.
While the number of council seats has increased, the number of municipalities remains unchanged at 117. Authorities have stated that this revision addresses concerns raised by political parties and reflects the government’s commitment to strengthening the inclusiveness of the electoral process.
In a similar move to promote broader participation, the deposit fees required for candidate applications have also been reduced, following requests from political parties. These adjustments to the electoral framework suggest an effort to encourage wider political engagement and ensure more representative local governance in Togo
