Togo Initiates Road Demarcation and Classification Project

Togo has initiated a project to demarcate road rights-of-way and classify its national road network, with the project now entering its study phase. According to a report from the Permanent Secretariat for Monitoring and Evaluation of Public Policies, this phase will require a budget of 165 million CFA francs.

The study, entrusted to two specialist firms, is structured in two phases:

  • Phase 1: Covers the Maritime and Plateaux regions, costing 85 million CFA francs.
  • Phase 2: Covers the Central, Kara, and Savanes regions, with a budget of 80 million CFA francs.

This technical phase follows the validation of the final report of the preliminary draft in September 2024. By the end of December 2024, the physical progress rate of the work was estimated at 60%, with financial consumption estimated at 51% for each firm, according to data from the Ministry of Infrastructure.

The Togolese executive states that the initiative aims to update the regulatory framework for managing the national road network, which dates back to 1968. Authorities believe this framework is no longer suited to current modernization needs or the requirements of technical services in terms of development and management of rights-of-way.

The project will also allow the government to formally classify roads according to their nature and use. The goal is to facilitate the identification of routes, plan interventions, and increase awareness about the occupation of surrounding areas.
