Starting March 1, 2025, all land-related formalities in Togo will require the prior payment of a fee that covers the full cost of the associated procedures. This stipulation, outlined in the Land and Property Code, was reiterated by the Togolese Revenue Office (OTR) in a press release dated February 12.
This regulation specifically affects users of the Land Registry and the Land Conservation Directorate (DCCF), who must pay the estimated fees before submitting any requests for publication in the land register. This includes the registration of mortgages, leases, revaluations, and complete transfers. The Togolese tax authorities have stated that applications will not be processed without this advance payment.
The tax administration supports this reform as a means to enhance the management of land transactions and to address delays caused by deferred payments. This revised strategy aims to bolster the transparency and efficiency of land transactions nationwide by reducing inefficiencies and improving payment traceability.
According to the authorities, this measure is a component of the modernization efforts in land administration, aimed at simplifying procedures and providing greater legal security for both citizens and investors.
