Togo Launches HIMO Project to Create Temporary Jobs for Vulnerable Populations

In Togo, the government, in partnership with the International Labor Organization (ILO), launched the HIMO (High Labor Intensity) project in Lomé this week, starting Monday, May 12, 2025. This initiative focuses on creating temporary jobs for vulnerable populations.

Aimed at supporting employment and strengthening social cohesion, the initiative is being implemented in a security context that remains fragile.

Specifically, the project involves implementing labor-intensive community projects over 12 months, including rural road maintenance, reforestation, public works, and practical training for young people, women, and displaced persons.

The approach seeks to generate immediate income while promoting sustainable professional integration.

Jacques Alandja, Chief of Staff of the Ministry of Labor, stated that “The HIMO project is intended to be a concrete response, adapted to local realities, to restore hope in communities, create a local economic fabric, and strengthen resilience in the face of daily difficulties.”

The initiative is part of the Emergency Programme for the Savannah Region (PURS), which was launched to support vulnerable populations in northern Togo.
