Togo will implement an average increase of 12.5% in the cost of electricity per kilowatt hour (kWh) for users, effective May 2025, following a new electricity tariff schedule set by an interministerial decree dated March 24, 2025. The decree, published in the Official Journal, came into force on May 5.
The readjustment aims to bolster the financial stability of CEET (Compagnie Energie Electrique du Togo) amidst persistent financing challenges. CEET recently secured 40 billion CFA francs in financing from BOAD (Banque Ouest Africaine de Développement) to address energy emergencies.
Details of the New Tariff Schedule:
- Households: A “social bracket” is maintained, with 60 FCFA/kWh for the first 30 kWh in post-payment and 70 FCFA/kWh in pre-payment. Awareness campaigns will inform vulnerable households about eligibility conditions.
- The grid is becoming more progressive, with segmentation based on usage and subscribed power. For example, a domestic post-payment subscriber with less than 2.2 kVA will pay 93 FCFA/kWh for 31 to 120 kWh and 130 FCFA/kWh for usage above that.
- Domestic, Professional, and Industrial Uses: The reform introduces a clear distinction between these categories.
- Medium-Voltage Applications: Large companies will be charged a differentiated rate based on time slots: 78 FCFA/kWh during off-peak hours, 87 FCFA/kWh during peak hours, and up to 122 FCFA/kWh during rush hours. A single rate of 91 FCFA/kWh is also available for customers without a time-of-use meter.
- Energy Efficiency: To encourage energy efficiency, reactive energy billing is eliminated for industrial customers with a power factor greater than or equal to 0.90. A penalty applies below this threshold, encouraging the installation of compensators.
- Free Zone and PIA Rates: Preferential tariffs are introduced in strategic economic zones: 82 FCFA/kWh for the Free Zone and 50 FCFA/kWh for the Adétikopé Industrial Platform (PIA). These measures aim to support Togo’s competitiveness in the regional market, particularly for energy-intensive investors.
The tariff grid may be subject to progressive revisions, depending on changes in costs, network performance, and energy inclusion objectives.
