Togo has recently obtained 20 billion FCFA in funding from the West African Development Bank (BOAD) for the development and management of a ministerial city in Lomé, a project spearheaded by the Société de Construction de la Cité Ministerelle (SOCOCIM SAU).
This real estate development will feature 18 administrative buildings, including 8 towers ranging from R+8 to R+13 and 10 buildings of R+2 type. The aim is to modernize the Togolese administrative framework by consolidating ministerial services within a single complex in Lomé.
In addition to its governmental significance, the project is expected to have a substantial economic impact, creating over 1,000 jobs during the construction phase and generating an estimated annual indirect value of 11.6 billion FCFA, as projected by BOAD.
Preliminary studies by BOAD indicate that the Ministerial City will be situated in Bè-Klévé, within the Golfe 3 commune. The site will span approximately 90,000 m² and will include offices, residential areas, retail spaces, hotels, recreational facilities, as well as green and cultural areas.

The Togolese government has highlighted that this project has been in development for several years. Initial preparatory work commenced three years ago in September 2022, with discussions dating back to 2021.
