Togo’s Local Government Support Fund (FACT) has allocated over 41.8 billion CFA francs (approximately €63.7 million or $68.6 million USD) to local governments over the past five years, according to a report presented by the fund’s management committee on Wednesday, May 21, 2025, in Lomé.
FACT allocations have seen a significant and sustained increase, rising from 2.63 billion CFA francs in 2020 to 9.5 billion CFA francs in 2025 – an increase of more than 260%.
The fund’s mission is to strengthen the capacity of local governments to address the priority needs of their populations in key sectors such as water, sanitation, education, and urban planning.
Operating under the joint supervision of the Ministries of Economy and Territorial Administration, FACT is increasingly becoming a key instrument for promoting territorial equity and inclusive development in Togo. It supports both large-scale infrastructure projects and initiatives aimed at professionalizing local administration.
“The FACT is a tool for raising the profile of government action at the local level,” emphasized Dr. Siangou Koumtchane, Technical Secretary of the fund’s management committee, who also called for increased media coverage of the projects being funded.
