Togo’s Pension Fund in the Red: Is a Crisis Brewing?

Togo’s Pension Fund (CRT) experienced a technical deficit of nearly one billion FCFA in the first quarter of 2025, with social benefit payouts exceeding revenues. The CRT paid out 12.96 billion FCFA in benefits, while total revenues reached 11.97 billion FCFA.

A breakdown of beneficiaries shows that 27,883 retirees received pensions, constituting the majority of the 41,561 total beneficiaries. Widowhood pensions and temporary orphan allowances were provided to 7,159 and 6,198 individuals, respectively. Additionally, over 1.1 billion CFA francs were allocated to family benefits, and 21 million CFA francs to disability pensions.

Pension contributions accounted for the vast majority of revenue, representing 97.2% of the total, or approximately 11.63 billion FCFA.
