Togo’s Reform Implementation Reaches 74% Completion by End of 2024

By the end of December 2024, Togo had achieved a 73.8% physical implementation rate and a 65.5% financial execution rate for reforms across its ministries and state institutions. These figures were presented during a national review held in mid-April 2025 (April 18).

The annual review, organized by Togo’s Ministry of Economy and Finance (MEF), assessed progress made in implementing the “Togo 2020-2025 roadmap,” a national development plan.

The reforms encompass a broad range of sectors, including public finances, the private sector, agriculture, health, education, digital technology, decentralization, and social affairs.

During the review, the government, represented by Kpowbié Tchasso Akaya, Secretary General of the MEF, emphasized its commitment to enhancing the monitoring and effectiveness of these reforms. This commitment is particularly relevant in the context of Togo’s new program with the International Monetary Fund (IMF), which focuses on budgetary consolidation and attracting private investment.

The review brought together over 100 participants, including representatives from government ministries and state institutions, the private sector, civil society organizations, and technical and financial partners.
