Togo’s State Facilitates Communication between Local and Administrative Authorities

A project to establish regional administrative conferences (CAR) and prefectural administrative conferences (CAP) is part of Togo’s ongoing decentralization efforts.

On Thursday, February 13, 2025, the government meeting in the Council of Ministers reviewed their implementation in first reading.

The purpose of these coordination bodies is to improve cooperation between local authorities, especially those in the regions, and the central government.

The Council of Ministers claims that the CARs and CAPs will guarantee more stringent oversight of state projects and programs as well as increased coherence in development policies.

Recall that Togo is currently divided into five regions, each of which is governed by a governor. These regions are further subdivided into 39 prefectures, which are governed by prefects, and 117 communes, which are governed by mayors.
